Essential Duties and Responsibilities

The Director of GEAR UP is responsible for providing operational oversight and vision development with the aim of improving outcomes identified and approved in the NC Appalachian GEAR UP Partnership grants. This position requires a strong foundational knowledge of college access and readiness best practices, knowledge of federal cost principles as defined in the Uniform Guidance and Code of Federal Regulations. The Director of GEAR UP will develop strong, positive, collaborative relationships with grant-wide stakeholders as well as AppState campus partners in areas such as Special Funds Accounting, Sponsored Programs, and other offices to ensure compliance from concept to completion of the project. The position requires an understanding of individual school district needs and will lead the AppState GEAR UP team of approximately 15 staff to actively assess and evaluate needs, define priorities, and implement new strategies aimed at advancing the GEAR UP mission. Through direct supervision of the GEAR UP Leadership Team, the Director is responsible for ensuring that all GEAR UP staff have the proper tools, training, resources, and support for completing the duties of their positions successfully and while meeting grant outcomes. The Director will manage grant-wide priorities, develop accountability measures, and ensure federal compliance of all GEAR UP grants.

In addition, this position will:
Oversee formative and summative evaluation to guide program improvement. Approve annual evaluation plan. Oversee the annual APR development and submission process and other required reports for AppState and the U.S. Department of Education. Work with GEAR UP Leadership Team to analyze program effectiveness. Ensure that evaluation practices are timely, accurate, accountable and fiscally responsible. Continually explore opportunities to create bridges between GEAR UP and ASU’s strategic plan.
Develop, negotiate, manage, and monitor multiple annual GU budgets in compliance with federal, state, university, and external funding rules and regulations.
Maintain ongoing communication with GEAR UP school superintendents, community partners, GEAR UP Leadership Team, and campus stakeholders.
Develop and maintain strong collaborative relationships with GEAR UP district leaders, community agencies, GEAR UP and college access professional organizations, university colleagues, the U.S. Dept. Education, potential funders, and Special Funds Accounting. Provide leadership in committee work at AppState and in the community.
Train and supervise the Senior Associate Director and Assistant Directors and ensure that all GEAR UP staff members have sufficient program knowledge to meet the grant objectives. Conduct annual performance evaluations for direct reports. Approve professional development plans for all GEAR UP staff.
Develop and monitor progress toward grant goals. Ensure goals are met. Ensure adequate and appropriate services are provided and are in accordance with federal, state, AppState and U.S. Department of Education policies. Analyze and assess opportunities for seeking additional new grants and work with university and community stakeholders in the development of new grant proposals.
